Proposal

Notice under Section 211 Town and Country Planning Act 1990Application to fell 2 Yew (Taxus Baccata)This is notification to fell 2 x Yew shown as ?X? & ?Y? on the attached plan, grind out the stumps and replant with new 1,500 ? 2,000 mm high English Yew (Taxus Baccata) hedge planted along the boundary with the footway. These trees were planted by the notifier?s father in approximately 1962. They were intended to form hedging but became overgrown over the years due to lack of maintenance through owner?s old age. They are now only of fair quality, are deformed, the crown shape is distorted due to group pressure and their size is out of proportion with the street scene, being far taller than neighbouring properties. They have little or no historic or amenity value to the immediate local residents of the road, do not contribute to the neighbouring landscape or to the character/appearance of the conservation area.In addition, the trees take light from neighbouring properties, in particular the Regency terrace to the north of Grafton Road and interfere with the views from the street of the Category A1+2 Gingko Biloba located to the south east. Tree Y also interferes with street lighting from the lamppost shown in the plan and is routinely subject to Notices from SSE Enterprise Lighting to cut back by 1.6m away from the post under Section 154 Highways Act. The most recent such notice is attached.Felling the trees and replanting with new 1,500-2,000mm high English Yew hedge which will then be grown to, and maintained at a height of, approximately 2 metres will be in keeping with the street-scape. In particular it will be consistent with the neighbouring hedge at No 5 Grafton Rd where the council had no objection to the felling of a similarly overgrown Yew under 23/00946/TPC (23 April 2023)
