Planning application tag glossary
These tags are derived labels used by plotEdge to make public planning records easier to search and screen. They do not replace the council's own application type, status, decision or proposal text.
How to read these tags
Applications can have multiple tags. A Class Q barn conversion to one
dwelling may be tagged as prior_approval, conversion,
barn_conversion, agricultural_to_residential,
residential and net_new_dwelling.
Early automatic tags favour precision over recall. Public council records remain authoritative.

Development Type
- New build
new_build -
A new building or structure appears to be proposed. This is broader than housing.
Example: Construction of a new clubhouse.
- Conversion
conversion -
An existing building or space appears to be converted to a different use or form.
- Change of use
change_of_use -
The source text explicitly frames the application as a formal change of use.
- Extension
extension -
The proposal appears to extend an existing building.
- Alteration
alteration -
The proposal appears to alter an existing building or structure.
- Demolition
demolition -
The proposal includes demolition or removal of a building or structure.
- Variation or removal of condition
variation_or_removal_condition -
The application varies or removes a condition on an earlier permission.
- Reserved matters
reserved_matters -
The application deals with reserved matters following outline permission.
- Outline
outline -
The application is for outline permission.
- Lawful development certificate
lawful_development_certificate -
The application seeks a lawful development certificate or certificate of lawfulness.
- Discharge of conditions
discharge_conditions -
The application discharges or approves details required by planning conditions.
- Prior approval
prior_approval -
The application is a prior approval or permitted-development process.

- Residential
residential -
The proposal clearly refers to residential use, dwellings, flats, or C3 use.
- New-build dwelling
new_build_dwelling -
A new dwelling appears to be proposed through new construction.
- Net-new dwelling
net_new_dwelling -
The proposal explicitly appears to create one or more additional residential units, including by conversion or change of use.
- Multiple dwellings
multiple_dwellings -
The proposal clearly refers to more than one dwelling, flat, or residential unit.
- Replacement dwelling
replacement_dwelling -
An existing dwelling appears to be replaced by another dwelling. This is not treated as net-new housing.
- Barn conversion
barn_conversion -
A barn or agricultural building appears to be converted to residential use.
Example: Class Q conversion of an agricultural barn to one dwelling.
- Annexe
annexe -
The proposal refers to an annex or annexe.
- Householder
householder -
The council application type or proposal indicates a householder application.
- Affordable housing
affordable_housing -
The proposal explicitly mentions affordable housing.

The proposal refers to agricultural, farm, or livestock use.
- Agricultural to residential

The apparent use transition is from agricultural use or building to residential use.
- Commercial

The proposal refers to a commercial use or commercial-to-residential transition.
- Commercial to residential
commercial_to_residential -
The apparent use transition is from commercial, retail, office, or Class E use to residential use.
- Retail

The proposal refers to shop or retail use.
- Office

The proposal refers to office use.
- Industrial

The proposal refers to industrial use.
- Hospitality

The proposal refers to hospitality use, such as hotel, pub, cafe, or restaurant use.

- Tree works

Important distinctions
