This four-hour attendance window does not provide sufficient time for the approved facility to operate an appropriate and effective school day.The pupils attending the facility have a range of educational, behavioural and additional needs. Their provision requires a structured timetable that may include individual tuition, small-group teaching, therapeutic or pastoral support, supervised breaks, practical activities and carefully managed transitions between sessions. These activities cannot reasonably be accommodated within a four-hour period. Restricting attendance to 10:00-14:00 would also reduce the available teaching day once pupil arrival, settling-in, breaks, lunch and departure arrangements are taken into account. It would materially limit the curriculum and support that could be delivered and would prevent the school from providing an educational day comparable with that ordinarily available to pupils in mainstream or specialist education.Alternative Provision and SEN pupils may also require individually tailored or staggered timetables. Some pupils may attend for a full school day, while others may attend morning or afternoon sessions according to their educational needs, support plans and reintegration arrangements. The current condition does not provide sufficient flexibility to accommodate these differing patterns of attendance.The proposed variation would not increase the maximum permitted number of 28 pupils or 15 members of staff. It would not introduce evening, weekend or Bank Holiday operation, and it would not alter the approved access, parking or managed one-way drop-off arrangement.
