The interval between successive images shall be 1.0 seconds or less and the complete screen shall change. There shall be no visual effects between successive images and the display shall include a mechanism to freeze the screen in the event of a malfunction. Each image shall be displayed for at least 10 seconds. Message sequencing or interactive messages shall not be used. Reason: To protect the visual and residential amenities of the area and to reduce light pollution having regard for Local Plan Policy and section 12 of the NPPF. 7 Statement of Co-operative Working: The Local Planning Authority considers that the application as originally submitted did not meet with the local policies and guidance.
