Location: Set within a back garden of private residential property at the end of a culde-sac. The trees have moderate/limited visibility from a public space and are moderately/significantly visible from the adjacent property (Esher rugby club). Most of the properties around Esher Rugby Club playing fields have mature Oak trees lining the shared boundary, adding to the skyline. Proposed work. T3 OAK, remove. T4 Oak, reduce selected branches by approximately 2m and crown lift to 4m from ground level (pruning tertiary branches only or as shown in supplied annotated photos). Reason. T3 OAK, over time home improvement have encroached on T3 bringing pressure to prune. The northern canopy has been cut significantly (almost back to main stem) leaving the tree with a 2-dimensional appearance and significantly reduced amenity, its loss will be barely noticeable and will help the supressed canopy of T4 to develop. T4 OAK has been significantly pruned back from shared boundary with number 9 (after a pre-application). Minor work is now being specified to reduce end weight of elongated lion tailed lateral branches due to higher wind loading from new exposure, when T3 is removed. Officer comments: T3, T4 OAK is not exempt from application under section 14 of Town and Country Planning Regulations 2012. The work specification is considered to address reasons for work while maintaining a reasonable degree of public amenity with an acceptable impact on tree health.
